Also, see if Capital One offers a "smart card" with a memory chip in it (it would look a lot like Blue from American Express). I don't know if U.S. card issuers have gotten on this bandwagon yet, but it is the standard in Europe, and I have had my card declined in Europe because it didn't have this chip.
That being said, remind the retailer that they are OBLIGATED (by their agreements with the card issuers) to accept your card, even if they have to enter the numbers manually. If you have a problem with a foreign retailer, report it to your credit card company.
