This varies a lot depending on which airlines may have hubs or routes in certain cities. Generally, it is the ones closest to the US -- I've usually found London to be cheapest, with Paris often close, but fare promotions can make it Amsterdam, Brussels, Madrid, or Frankfurt at times. But certainly it will cost you something to get to the city if you aren't there already, won't it?
YOu can't go to far wrong with London, probably. I think United is having August sales for London.

Thank you for all of the advice. The cheapest I could find was from London for $950. I was going to book it and then I saw the comment about the "Last Minute Air Brokers" What is that? Vaarrry interesting....
Thanks!
