I am leaving Toronto for Frankfust for 3 weeks in September and would like any ideas on how to find a cheap flight.

Besides the usuals (Expedia, Orbitz, etc.) I would also look at

In addition to checking travel sites like Expedia and Travelocity, go directly to the airline sites: Air Canada, Lufthansa, Air Transat, British Airways, Air France. We just purchased tickets to Europe in September and BA had the cheapest fare.

Also, what I've learned is that the earlier you buy, the lower the price.
