They are all pound sterling notes - whether they are Bank of England notes, or notes issued by Scottish or Northern Irish banks - it's all one currency. There's no reason why they can't be used anywhere in the UK.
The problem is that due to unfamiliarity some (many) merchants may not accept them. Northern Irish notes are rarely seen n England, Scottish notes less so. As janisj said take them to a high street bank (in England) and they'll swap them for Bank of England notes.

Just a note for anyone considering exchanging foreign currency in Paris -
If you don't have an account at the bank, you don't qualify for any services there.
But you may use the ATM (in the lobby or outdoors) and could possibly arrange a cash advance by credit card, if you are truly desperate.
