Okay I've finally decided and ordered a phone from Roam Simple. I think that it is the most economical for the quantity of calls that we anticipate.
It ended up costing $50. for the phone, $19. for the sim card and $15. for shipping for a total of $84.00. The incoming calls to my daughter will be free as will text messages. If she calls us it is $.79 per minute. However, if she calls and tells us to call her back then the calls will be $.79 for her call then free when we call her back.
I think this will work for us. I'll update this post after her trip in May to let y'all know how it worked for us.

Also, to add to my previous post if we don't anticipate traveling again within the next 12 months then we will have to call Roam Simple to cancel the Sim card to avoid a $29. annual renewal fee. If we return the sim card to them then they will credit our account $10.
