What is the suggested departure time from the Marais by RER for a 9:50 am flight from CDG?

I would want to be at CDG by 7 or 7:30 at the latest (but damn it! it depends on your destination! why don't you people ever want to say where you're going?) -- so I would take the RER by 6:45 myself.

(If you are going to another European city, you don't have to be there before 8 or 8:30.)

Sorry, kerouc, I'm taking Contintental to the U.S. from terminal 2A. I'll try to leave at least by 6:00.

Assuming the transit strike is over by Nov 26, would the 3:41 train from Chatelet-Les Halles be a good one to take to CDG for my 6:50pm flight to JFK?

That would put you at CDG by 4:15, so it should be fine.

Is a year-old unused purple RER ticket for CDG still usable?

I used a year-old RER ticket last month. And some mauve Métro tickets as well.
