the mysterious 20% on your bill is the VAT in Austria, which is one percentage point higher than in Germany.
The item surcharge ($70) could be the mandatory winter equipment (tires) which is €4.something per day (only applicable for winter rentals, of course).
Gas is cheaper in Austria, though.
When renting a car IN Austria, it will have the motorway toll sticker.

Winter tires for a May rental? That seems odd...
Thanks for the reminder about the toll tag sticker. We bought them last year when we spent time in the Salzburg area... I think they were something like 8€ each for a week? Hopefully they will be already on the rental car, but if not, I'll be sure to look for a sticker that will cover our time there.

No worries Cowboy! I appreciate the response. We will be renting in the winter at some point because we want to visit the Christmas markets... so I'll tuck away the winter tires info for that trip
