Maybe consider this:
Stay in Charlbury. There is direct train service from Paddington. Would avoid having to take a bus to Woodstock. But whether you choose woodstock or charlbury -- you really can't tour Oxford since you'll have no place to stash your bags.
A slightly bizarre but doable option would involve storing your bags at Paddington left luggage and just taking small backpacks or carry alls w/ a couple changes of clothes. Then you could carry them while you walk around Oxford.
