Read all about it:

http://www.10-10phonerates.com/

Heads up, these plans change rates, connection fees (if any), increments, and billing methods often. I go back to this site if I haven't used one of the 10-10 numbers for a few weeks.

Kwren---I don't know about France or Austria, but in Switzerland I found the best deal was to just use the Swisscom payphones with a credit card. Juat put in the credit card, and dial the number (for the US dial "1" as the country code first). The phone has a display that gives a running total of the cost. Most of my calls home (to the west coast of the U.S.) were between 1.8 and 2.4 CHF. I confirmed with my credit card bill that this is accurate---no hiden charges. At first I was reluctant to just use my credit card---I bought a 5-franc phone card at the post office. It seemed to last forever. The charges are the same either way---phone card or credit card. So you needn't bother with any fancy calling card schemes with all the extra numbers (and possibly hidden charges) for Switzerland.

If it`s a regular call or to relations you could try skype.com
It`s a free program you download that lets you talk over the internet via headphones to anyone who also has skype.
Calls are free and I use it to talk to folk in europe.
