Sounds like a catch-22. Restaurants serve hot coffee because otherwise they would go out of business. But then if someone got burned from the hot coffee, the restuarant made a "conscious decision" to serve the coffee hot and placed business over safety, thus opening themselves up to punitive damages. It's a no-win situation.
And to add to the original post, I've seen dogs in the kitchen in France. Can't imagine that in America.
Trying to edit my post (thanks, Robespierre): I knnow there are rats at the factories where things like peanut butter is packaged, yet if there are rats at the restaurant where the peanut butter is served, it is a health hazard. Is it all just a joke?

Late news: American children are not going to live as long as their parents! They are eating too much. Quit worrying about what and become concerned about how much. Europeans regularly identify USA visitors by their size. Americans have many practical sanitation rules...check your restaurant. Extra place settings removed. Rolls and crackers in sealed packages. All unused served food destroyed. McDonald's may be the safest place to eat. Really fussy? Check the toilet before you order. Practical...The French have been here longer than the Americans. Horses? How about cats and dogs? They are staples on some menus.
