If who you are calling has MCI, MCI international (3$ per month) allows you to call Europe on sundays for 9 cents and allows individuals to call you from Europe collect. In 1997 the collect rate was 35 cents a minute, it may be 25cents now. It should be worth checking out, unless you are calling a number of locations.

I think I can confirm what mary ann said : I just learn from my neighbourg, who is french like me, that MCI offers deals like that (9 cents at certain time). The thing is you should scare them, saying you found a better deal, and indeed go to an other provider. After a week, worse case, they should get back to you and propose it, with miles and other stuffs.
And I'm mad to learn it at the end of my stay in the US !

I am an American currently living in Moscow, Russia. I have been using Global Phone's callback service for a few months now. I pay $.67/minute to call the US, and I can even use the service to dial 1-800 phone numbers in the US from overseas. You can access their webpage at: http://www.gphone.com

They don't charge any monthly service charges, and they bill directly to your credit card. It has worked well for me.
