Well, I've been to Collioure for 2-3 nights. It was very picturesque and somewhere I would love to go again. But I wasn't in a budget hotel and I've never been to Cadaques. So, sorry, not much help.

We stayed in Colloure for six nights last fall. We were on a sixty day rail pass and called it our vacation from a vacation. It was very laid back. Loved it. We stayed at a small very reasonable hotel right on the harbor. Sat on our balcony with our french bread and wine and watched the activity on the water. I don't remember the exact price . I think it was in Rick Steeves book. We just walked around til we found one we liked.

Have not been to Collioure, but can say that Cadaques is fantastic. My husband and I turned up there last year anticipating staying one night and then heading up to France. We ended up staying 3 nights just hanging out and relaxing. We did drive an hour or so up the French coast and all the way back down the Spanish coast to Barcelona and did not see anything we liked nearly as much as Cadaques. We have some pictures of Cadaques on our website if that helps:
http://members.tripod.com/owensluis/id21.htm

We stayed in a place that was about $100 per night, but it was right on the water with a balcony looking into town. There were definitely cheaper places available. Eating options were great -- lots of tapas and seafood available, and many restaurants with patios very close to the sea. Just very laid-back and relaxing.

Good luck!
