Breathalyzer required? I didn't know that!

I guess I'm way behind the curve, but I had no idea a breathalyzer would be required for hired cars in Europe.

I don't drink alcohol, so it's not a big deal for me, but I'm curious about it.

Can anyone give me information about this?
