I would also suggest to forget about a warm weather city. Since you're traveling in February you'd have to go WAY far south, if there even is ANY place European that's warm in the middle of winter (if you're thinking caribbean-like, I just don't think this exists)... and this trip is simply too short to include that anyways IMO.

I STRONGLY feel the "best place for son to practice his french" is out and about in the world not in a classroom. Particularly with such a short timeframe.

Book learning is grand but it's an entirely different ballgame when you are called upon to speak in your 2nd language in daily situations. Having some specific tasks he sets out to accomplish where French is required (my girlfriend always makes me do her errands when i visit like pick up a suit from the dry cleaners, buy a particular number and type of pastry shell at the bakery) is an incredibly valuable experience that lessons and money can't buy.

While all this information may be useful to someone, I think it's worth noting that molly has reposted saying that her son has no intention of practicing his French -- he says that was simply her idea. So specifics regarding the original question really no longer apply.
