I have looked at autoeurope and Dan Dooley last year. On their web sites, I couldn't find any zero deductible (excess) option. However, the local rental office might do up-sells, among other things, a zero excess option, outside the list of negotiated prices.

I recommend http://www.connsireland.com/ who do the best available deal direct with Hertz.

Conn O'Scannlain offers the best available deal with _Hertz_. don't take my word for it spend hours checking if you like. You can also check Dooley who do a direct deal. Fox rent Dooley exclusively and can offer a better deal sometimes. Remember though the best deal is only sometimes but not always the cheapest deal.
Unfortunately I have only had the opportunity to sit down and spend over an hour directly discussing Irish car rental with One Rental Company CEO this year. Its unlikely that I will ever be given the option to discuss the situation with anyone from Autoeurope here in Ireland. (and I never get commission)
