We have rented from Europcar (www.europcar.com) on various occasions and have always had very good service. Special offers in low season.

chuck,
Every year I do a price comparison for our summer rentals (usually two separate 2 week rentals). I check Avis, Hertz, Europcar, Auto Europe, National, Kemwell, Budget, Eurodollar (Thrifty has always been too exp.-in Spain they don't live up to their name). Up until last summer, Avis consistently came in as the most economical. But for last June, I checked Hertz again 1 month before, and their price had come down, beating Avis just a tad for both our rentals (Madrid-Madrid, then Pamplona-Madrid). I've never used the "middle man" Auto Europe, because I've never found them cheaper for our particular needs than just going directly through the major players themselves, although I understand they often offer nice upgrades. Many posters here swear by them. I'd check all the above for your particular dates. Each case is different.

chuck,
Just checked my notes; In Spain National uses Atesa, the major Spanish rental agency. I wouldn't bother with them. Last yr. their quote (throwing in theft and CDW) was $210 higher than Hertz for our second rental. Go figure!

In Spain we rented through AutoEurope and were very happy. They have a website and a toll-free number in the US.
