You might even want to consider Zurich, depending upon exactly where you are going in the black forest area. Munich might be a little too far.
What's your itinerary? In/out of Zurich might work for you, otherwise, I think Frankfurt.

The nearest significant German airport is Stuttgart.
The nearest airport though is Basle-Mulhouse. Although it's physically in Switzerland (and legally in a kind of Franco-Swiss limbo), it calls itself Basle-Mulhouse-Freiburg these days and there's a reasonably frequent bus from the Schengen side to Freiburg.

My answer might depend on what your origination airport is... i.e., where are the connections you can't avoid.
I would favor Strasbourg if nonstop to Paris or London (or other airports that serve Strasbourg) is an option. But if it's one-stop versus say... nonstop (as in ATL-Stuttgart), then I would choose the nonstop.

There's really only one, and that's the Euroairport (BSL) "shared" by Freiburg (Breisgau, Germany) and Basel (Switzerland) and Mulhouse (France). It's about an hour by train from the airport to Freiburg (Breisgau - not the one in Switzerland), *the* major city of the Schwarzwald area.
Stuttgart is a long way away (a good two hours), Munich even further, and so is Frankfurt, and since your flight from overseas doesn't go directly to Stuttgart but to somewhere like Munich or Frankfurt or wherever, see if you can connect from there to BSL.

Which part of the Black Forest--north, south, middle? If you're planning to visit the north end of the Black Forest, don't forget the flights to Karlsruhe/Baden-Baden airpark on Ryanair. You don't say where you're coming from, but the K-B airpark is close to Baden-Baden.
Over the week-end in BB, we ran into several Brits who'd flown from London to Baden-Baden on cheap flights (about £15 round trip) and said it was very easy to get to town from the airport.
