In May we are staying at the Hotel The Exchange (yes an odd name, lol) in Amsterdam. It says the rooms vary from one star to five stars, and so you can choose what level of room you want to book. It fits what you are looking for and gets good reviews.

Try also Hotel DiAnn in Amsterdam--located on a canal in a traditional canal house--lots of stairs to climb, but breakfast included, good location, and helpful staff. In Paris a number of years ago I stayed at Hotel de Lille (do not confuse with Paris city office building) which is located on Rue de Lille on the left bank. Small rooms but excellent location near Musee d'Orsay, breakfast included and well-priced for Paris.

The Grand hotel Jeanne d'Arc is 2 star I n the 4th arr. And very reasonable if they aren't' booked . Double under 100 euros. Breakfast is not included but close by on Rivoli is a Boulanger which has lovely pastries and coffee . Walked to nearly all of the sites you want to see
