It's not toll free if <i>calling from the US</i>. The phone company <i>in the US</i> will charge her for the call. Just like there is a charge for me assessed by Hong Kong Telecom when calling from Asia. It may be a Eurepean toll free number for people calling from within Europe, but the OP is not in Europe. So while there may be no charge for calling from Germany, or no country code may be necesseary when calling from Germany, that is not the case elsewhere. If the OP uses the 00 to call from the US (after dialing 011 to get an international line), she will get a recording that her call cannot be compelted as dialled.
But she is of course welcome to try your method, and see if it works.
