As a tourist I'd stay out of Belgium altogehter on the 15th of December, let alone Brussels.
You should not be frightened of the strikers as 99,999% of them are peaceful.
The other 0,001% however...
If you are caught up in a demonstration, relax and look around, smile even, if there is reason to, and get off the street.
