There is no doubt that street crime against tourists is largely ignored by police in Barcelona. The daily scenes on the Ramblas could be stopped easily - the police know who the thieves are and can see them in action.
Tourists reporting crime often say that the police just go through the motions and obviously intend no serious action. As long as they leave the locals alone there seems no harm in taxing the tourists.
Real international police cooperation would have ssen these thieves banged up for the duration of the Olympics. Instead we will see problems in London and another knock to Barcelona's reputation.
It makes no difference that they are Romanians. They are from Barcelona.

How do you know where they are from?
I guess there will be no crime whatsoever in Barcelona during the olympics.... Unless the unemployed follow the suggestions of some people in this forum and start mugging tourists, that is...
