Barcelona or Madrid or both?
 
We will be spending three weeks in northern Spain in May '07. How much time should we allow for each of these cities? Given the choice, which city offers the best experience and is worth the time?

We are not "beach people" but do enjoy the coast and small fishing hamlets. We wanted to spend a portion of the three weeks we will be in Spain in the Basque region so the decision to include Madrid or Barcelona depends upon how congested that would make our itinerary.

If you fly into Barcelona and depart via Madrid, then you can spend 3 days in each city, but with three weeks in northern Spain, you have time to explore Huesca, Zaragoza, Pamplona, Logroño, San Sebastian-Donostia, Bilbao, Santander, and Oviedo, and possibly even Santiago.
