Since Europe, Canada and at least parts of Africa (yes, was in Tanzania couple of weeks ago) I am not convinced that the reason VISA is not converting US cards to chops is lost fees. If big chunks of the world are already converted...

I might agree that retailers don't want to pay for an upgraded machine. But even this can be gradually taken care of by having all new machines be capable.
