Agree with Budman.
Additionally,
USAA ATM will "rebate" the first 15 out of network transaction fees each month, and, no annual fee
USAA Plat MC currently rebates 1.5% cancelling + the 1% MC currency conversion fee.
The USAA Gold Visa had a similar 1% rebate from June '04 until just recently.

One more time -

If you find the right card issuer, you can get bank rate and a $1 transaction fee to take foreign currency out of a European ATM. Remember -
