Since all of this is anecdotal, let me add my own experience of last month. I withdrew 500 Euros each from two different ATMs on the same day in, of all places, Sicily.

I did encounter an ATM in Rome that told me that 500 Euros was over the limit. I walked a few steps to another ATM and withdrew 500 Euros with no problem.
