Assumption day is a public holiday in much of Catholic Europe. But as it comes in the middle of peak vacation time, most tourist amenities are open, including hotel restaurants (though in places like Munich some of the better restaurants close part of August). I'd expect station buffets to be open, as it's a popular day for travelling. Most shops will be closed (except some tourist shops in resorts) and museums etc will usually keep Sunday hours. BTW Rothenburg is a Protestant (Lutheran) town, so more of the town may stay open that day.
