Hi, Claudia,
Getting to the snow will depend on the time of year. Annecy is at a low elevation compared to the mountains around, so you may need to get into the hills in order to get to snow, higher and higher as the year progresses.
Can't help with "cheap" hotels, but recommend the Ibis near the old town for a reasonable one, well-located. http://www.hotelweb.fr/HOTELWEB/index.htm

go to Chamonix and take the cable cars to the top. It is an easy excursion from Annecy if you have a car.

I second the recommendation of the IBIS centre ville location.
Ellen

When we were in Annecy this past summer we stayed at the Hotel du Palais de L'Isle. I think we paid about 70 USD per night. It is located in the heart of the old town area. The rooms were furnished in a contemporary style and ours was quite comfortable but by no means lavish.

I agree that Chamonix is your best
bet for seeing snow. We stayed at
Hotel Du Lac, on the lake in Duingt, about 7 miles from Annecy. Very nice,
breakfast included. The website is
hoteldulac.com
We loved the area.
