looks like it's from someone's personal webpage so I backed up the URL till I found Vanessa's email address and sent her an email about the image. I'll let you know if she responds.

Yes. It a picture of the Washington Monument (artist rendering) as seen through the new Veterans memorial.

Actually, it's an original design for Soldier Field in Chicago. The tall structure that looks like the Washington Monument was supposed to be a War Veterans memorial that would go up next to the field. Found the info on Soldier Field's website. Thanks for the help!
