Honestly Charlie,
if you were a hotel owner and had to decide whether to install an expensive a/c system that comes in handy for 1-2 days PER YEAR (at the most) and just stands around for the remaining 363-364 days, would you spend the money for it?

You know, I found London uncomfortably humid just last June. Lots of small shops and restaurants don't have AC. And I'm from the US West Coast, not used to humidity. (Our apartment had cross-ventilation and was very comfortable.)

in support of your OP - one issue that mnay seem to have missed is the fact that many chains do not have opening windows but in effect cimtae control that can be set at any temperature. This leads to a revolting atmosphere in the room, in which I find it very difficult to sleep following dehydration.
It's the main reason we frequenty avoid chain hotels like the plague.

That is true about the windows not being able to be open -- it can then get uncomfortable even in fairly moderate temps. A lot of good hotels don't do that, though, you can open the windows when you want, even when they have AC installed.
Edinburgh isn't like London in temps. I was in Edinburgh once in August, mind you, and folks were literally wearing wool coats on the streets. I about froze. Now that was an unusually cool summer, I think, but still. I was too cold with just a trend coat as I had one without those zip-out linings.
