And what would one call them?

I can't say "tourist" since I don't know why the people are here.

The thing that identifies them is that they are here for a short time. So - "short-timers?" "Illegal subletters" - but that could be the person doing the subletting.

And I'm not suggesting these places are SROs filled with homeless.

Since in most cities, the hotel tax is called a TOT . . . Transient Occupancy Tax . . . What else would you call them?
