Trains and buses are very cheap along the Côte d'Azur. Renting a car in August will eat up too much time, the traffic is dreadful.
Monaco would not be my first or even second choice. I would do Cannes or Antibes and if you want to see a hill town/village, St Paul de Vence. Nice has much to offer.
