Looking for good suggestion for budget but clean comfortable well positioned spots in Paris, Barcelona, Ibiza and Rome. Fun pensione or guest houses also appeal.

What do you consider budget? To some it's $50/night, to others it may be $200. Also, what kind of room (double, single, etc) and what time of year (prices vary by season)?

Why are you interested in staying near the Champs Elysee? You are unlikely to find budget accommodations there. What do you consider budget?

Name a price. And why the Champs Elysees? It's an expensive, sterile area.

Agree without an amount - in $ or euros - a number of people and a date it's hard to help. Also - near the Champs Elysees is not really a budget area. (The 5th is much more full of students and budget type places if that's who you are.)
