A U.S. Dollar Credit Card for a European Resident?

I meant to report on what my friend did. He applied for and got a Mastercard from his U.S. bank using his sister's U.S. address. He hasn't lived or worked in the U.S. for 20 years so don't know how he had a credit record for obtaining a card at all but maybe being a deposit customer of the bank for some years was enough.

You can set-up an American Express US Dollars account. Then each time the card is used, you will be billed in US Dollars. You can have Amex to debit direct into your US account.
This works for me. I have to admit that the Amex bank in NY wants a whack for transfering the money but it does work.
I have used this since 1978.

Horsefeathers. Most debit cards have the same $50 limit that credit cards do. I have a Schwab debit card that is guaranteed against fraud down to the last dollar.
Schwab Investor Checking cards have no markup for currency exchange, no ATM fees, and no ISA (the 1% network fee). ATM fees levied by non-Schwab banks anywhere are rebated.

Just chiming in to say that Robespierre is correct - debit cards with a VISA or MC logo have the same liability limits for fraudulent charges as credit cards with the same logos.
The benefit of a credit card when it comes to fraud is that the theives haven't actually gotten to your money - they've made paper transactions which the card issuing company can just removed from the account - very little inconvinience to the consumer. With a debit card, theives can remove your money from your account and the bank has to put it back for you - possibilities for inconvinience as you may not have access to your money for a couple days. Also, overdraft charges may add up which will also have to be removed.

You are going to get screwed.
I take it that you have no other sources of credit? No friends or family who might help?

I've never heard of a bank where there is unlimited liability for debit cards. If that were true nobody would ever have a debit card. If fraudulent use of your debit card occurs you report it to the bank and your money is refunded within a few days. It's never happened to me <knock wood> but it has happened to someone I know. Her bank account was drained but she did get her money back within a reasonable time frame.
