A bit vague - but still want to ask.
Hi...
SO,my husband and I are 80% convinced to go to Venice in Mid December,as we love beautiful places,arts and culture, good food and wine. We stay in Paris and we are on a tight budget, but would really like to know from people who have visited the following places, which they would recommend for a weekend to get the best value for money and experience in general?
I would appreciate it.

Rome
Milan
Madrid
Barcelona
Vienna
Hungary

"Hungary" is a bit vague don't you think? I've been to all the places you list including "Hungary" and not just Budapest.
I would recommend them all and each for different reasons. I would spend more than just a weekend, too.

You're right, your question is vague but I'll attempt a specific answer. Try Barcelona. It has all the things you like and it's quite reasonable. For one thing hotels (or apartments) there are very plentiful, with fun modern design and cheap. The art, especially the architecture, is wonderful. The dining scene is terrific and, again, pretty inexpensive in comparison to several of the other places you've listed. We often compare it to Paris in that you can walk and walk and walk and always see exciting things. We've also found flights there fairly reasonable but that may depend a lot on where you start from. BCN is a modern,vibrant, youthful city that still has a lot of interesting history. We love it, as we love Paris.

According to this morning's papers, Venice has high water around St Mark's and other areas.
Barcelona is the best bet, for its accessibility from Paris and everything else it offers. Hotels are available across the budget range.

Well, I'd like Venice. It's so crowded much of the rest of the year. And very atmospheric in winter. Acqua alta, the tidal flooding Rubicund mentions, is at its worst in November. You could research the tides expected for your weekend. Also research the restaurants ahead of time for the best experience.
Of the other places you're thinking of, Vienna would be nice in the pre-Christmas period. Both Milan and Rome have lots to do and see in the winter.
Have you considered Prague?
