I would like to mention again (and this was picked up by the Fodor's Paris guide) that people who stay farther from the center get more of Paris for their money, not just because they are generally paying less than by the river but because they see more of the city automatically. Lots of the lovers of central Paris stay huddled there most of the time, but people who stay farther out obviously see everything in the center (since it is only 5 or 10 minutes away by metro if they don't want to walk), but they also discover some interesting areas that their guidebooks will never tell them about. Even in terms of street markets, the guidebooks mention the same ones over and over again, when there are 50 other ones throughout the city.

For a first time visitor probably the 6th/7th are better, but anywhere in central Paris would do. With a budget of $200 per night there are many great options. Here are but a few:

6th
Crystal Hotel http://hotelcrystalsaintgermainparis.com/
7th
Hotel Saint Vincent http://hotelsaintvincentparis.com/
Hotel Bellechasse http://lebellechasse.com/
9th
Hotel Aston http://www.aston-hotel-paris.com

We have enjoyed staying in the 7th at the Hotel Muguet www.hotelparimuguet.com and they have rooms starting at 120 Euros which is about $158. Its sister hotel Le Empereur www.hotelempereur.com has rooms starting at 130 euros which is roughly $172. Both are recently renovated. That area of the 7th is near the Eiffel Tour, Invalides, Ecole Militaire, the Rodin Museum, the wonderful roving Thus and Sat. market on Ave Saxe and within easy walking distance of the Grand Palais. There is excellent transportation in the
area both bus and metro. We now mostly stay in apartments for about 6 to 8 weeks at the time. We have stayed in 3 different apartments in the 9th and loved the area but we are not newcomers to Paris(have been going since 1995) and checked out the Trois Poussins for some friends who wanted to be near and decided it was in need of some renovation so they chose Hotel Langlois that had more charm. The next time they stayed at the Muguet as they felt it was nicer for the same amount of money.I'm sure you'll find the perfect spot!
