ummm, MichelParis, look at the post right above yours. Kerouac just DID clarify it for you.
No, there is NO law about taxis not being allowed to stop or be hailed on the street. Perhaps that idea comes about because unlike New York, taxi drivers may NOT choose to stop for you if they have a plan of where they want to go pick up a fare. And yes, it is often more difficult in Paris to get a taxi to stop when you hail it than it is in New York.

I've booked Hotel Malar in 7th and waiting to see Paris.
I hope the weather will be better than today in Poland , it's gray and rainy day,but forcast for the rest of the week is good.
I'm relaxing in one of small polish spa (special sulphur springs, good for tired muscles and joints or just do nothing).My journey continues.

Yes, I was acknowledging Maitre Kerouac.
I once had to walk from Montmartre to Jardin des Plantes, late at night, watching cabs fly by and not stop. I guess I was traumatized by the experience and assumed cabs did not stop for street pickups.

I know it sounds corny, but i agree with the bus tour. I was in Paris and only had a few days to see the sites - we started of walking or taking cabs (cabs are VERY expensive in Paris)...in the end we sucked it up and bought a three day ticket on one of the big red tour buses. They seem expensive, but if you account for the time saved and not having to pay for cabs, it's worth it. The bus stops at all the big sites, and you can get off and on as many times as you like for the entire three days (there are other packages for different day amounts).
If walking is an issue, this would be a great option for you.

If the OP has a hotel already booked at an acceptable rate that is decent and near transportation, I think they may have to go with it at this point. This is for a trip in only a couple weeks at the peak occupancy and rate period for hotels in Paris. They can't be real picky and shopping around to all these popular places (which are almost all too expensive anyway). I don't think they are so worried about happening places at night (could be wrong, just a hunch).
I don't think the Monge is any better in terms of mobility or any closer to things -- it's actually in a hillier area than around Gare du Nord. yes, I do like the area better myself, but don't think it's a solution for this problem.
I think they'd like the 7th myself, and it is flat with good transportation. Also, hotels tend to be cheaper there. I think that's a better choice than St Germain. The Hotel de Turenne in the 7th is within that range for a triple according to France Hotel Guide
