I have two visa's with the Verified by Visa feature. One requires a password and one doesn't. So there is no hard and fast.

I used trainline.eu this morning to buy train tickets. When I clicked the Make Purchase button I got an SMS on my cellphone with a 6-digit code and a screen on my laptop from Verify by Visa into which to enter that code. Did that and immediately got a confirmation of tickets purchased and an email from trainline with pdfs of both tickets attached.

Interesting, StCirq....when I bought my trainline.eu tickets the screen just Visa Verified itself...lol....no texts....

Not all issuing banks are sending text messages yet; it is an upgrade that is taking place to the Verified by Visa authentication system; my bank will be sending texts with an additional code for online purchases in due course, until then, the Verified by Visa screen appears briefly and no password is usually required. If a password is required, I can create one during that transaction. It is just an extra layer of security and depends on the issuing bank, the vendor and the credit card company as to when a password is needed.

I sent an email to my Master Card issuer, Barclaycard (a UK? company), and received the reply below which did not address the actual issue, but rather speaks to the device used to access the service. I followed it up with a telephone call, and the representative said that he was unaware of the issue, but that he would send a note "up the chain." We're not going to travel to Europe until the summer of 2019, so hopefully my issuer will participate in this new technology.

"Thank you for contacting us regarding your Barclaycard Arrival Plus World Elite Mastercard. We can certainly address your concern regarding the security feature on your account.
Please know that protecting your account from fraudulent activities is one of our top priorities. Thus, we have added a new verification method which provides an extra layer of protection against fraud.
When we do not recognize your device for any reason upon logging in, we will ask you to confirm your identity either by letting you answer your security questions or via the SecurPass code. The SecurPass code is a unique, one-time passcode that is sent either through the email or cellphone number we have on file – which will be acquired depending by the method of your choice. After obtaining the code, simply enter the SecurPass code in place of your password when you log in to your account on the same device you used to request the code. Be advised that this code will expire within 10 minutes.
We have also added a built time-out into your logon session to our site. Your connection will be closed after a short period of inactivity which protects you and your account when you forget to sign out. We hope that we have been able to clarify the situation."
