2 questions on 3 week trip to Northern Spain - Andorra?

I am in the planning stages for a 3 week trip next spring to northern Spain. We will fly into Bilbao, and spend some time in La Rioja (we are wine people), the Basque area, then drive along the Pyrenees to the Costa Brava and end in Barcelona.

Should we include Andorra in our itinerary? My guide book doesn't include Andorra and even on-line I couldn't get much feedback on it.

My guide book is also rather sketching on the Pyrenees area itself. We may do some easy hiking. Are there any must sees in that region? Is Huesca a good place to stop for an overnight or to use as a base?
