FWIW, I have been to Paris several times in summertime and it can get quite hot during the day, but almost never at night and it is very rarely as humid as you might expect in coastal US areas.

I find you really have less of a need of AC and that's the reason they don't always have it in Europe.

I agree with janisj that an open window and a fan at night are sufficient most of the time.

I find your friend John's comments and suggestions very bizarre, also, and they weren't true 10 years ago, either. I suspect he just has very unusual taste. But some of the things he said are just weird, like claiming it's hard to find a cafe in the Latin Qtr. Maybe he isn't even good with directions and doesn't remember what some of these areas are (like the 2nd -- he can't be thinking you should stay around the Bourse).

A lot of hotels have discounts in August, so that's the good thing that might make your budget possible. It is very tight at 100 euro because you will be wanting twin beds. I could have found some hotels with AC with regular double beds, but that makes it harder.

I don't agree that you probably won't need AC in August. It depends on the weather, of course, but if it is hot, hotel rooms do not usually cool down, it's not like being outside. They retain the heat and it's often hotter in hotel rooms than outside. Besides, it can be very noisy if you leave your windows open at night in central Paris, that's a very big thing. I wouldn't count on a hotel to give you a fan, either, although they might (I've been in one 2* that did give them to everyone, but most I've been in do not).

I think the Latin Qtr is a good idea as hotels are a big cheaper there. The Hotel Monge might be in your range and that would be a good choice, and the Hotel Minerve is very close (prob around 100 euro). If you actually found a hotel in the 5th-6th with AC and 90 euro for a twin-bedded room, I'd take it, as that is going to be very rare. The Monge is usually around 110 euro for a twin, so maybe they have discounts in August, you could check.
