Hotel in mid-town or near cruise pier?

I am doing a transatlantic crossing. My train comes into Penn station at 11pm.
Should I stay in a hotel in mid-town Manhattan or should I take a taxi out to Brooklyn and stay near the cruise terminal? I have been to NYC before so I'm not really planning any sight-seeing just want to make the best safety and convenience choice. It seems the hotels are similarly priced in Manhattan and in Brooklyn, and I would need to take a taxi to the cruise terminal whether from mid-town or from Brooklyn.
If I stay near Penn Station is it safe to walk at 11pm to a nearby hotel? Will a taxi take me even if it's only a few blocks, or will the driver be pissed off? Do I run any risk of being late for boarding if delayed by traffic if I stayed in mid-town.
Is it safe to take a taxi out to Brooklyn at that time of night?
I have travelled alone before but I'm a bit nervous as I have a bit of reduced mobility.
