I am leaving in less than 2 weeks and only receive notice that Gov't Fee had gone up for $3 (port charges) and no mentioning of fuel surcharges.

When we book, the standard document had said they reserve the right to implement fuel surcharges if the price of oil is over $70 a barrel. It's been over $100 for a while now.

I have been told that most European lines has started fuel surcharge already but nothing for the American main stream line yet. I won't be surprise if they start soon. Buy some oil stock and maybe the profit will help off set the expenses when the oil prices goes up :D

Our travel agent warned us two weeks ago that ifuel surcharge would be going up "probably not more than $10 per person per day"

She wasn't fooling it rots.

Princess reserves the right to assess fuel charges if the price per barrel escalates. It's in the small print (like all wonderful fees and restrictions are). :((
