type of medical insurance needed for Cuba?

We'll be on a cruise from Miami in Jan. I just read on the US State Dept. website that "Cuba requires visitors to have non-U.S. medical insurance, which is usually included in airline ticket prices on flights originating in the United States or can be purchased at the airport upon arrival to Cuba. " We have our usual travel insurance which includes medical, evac., and repatriation -- but it's from a US insurance company. I interpret the State dept thing as needing to buy it from a non-US carrier. Can someone clarify? Thanks.
