Where do the locals shop if their luggage is lost? Is there a dept store to provision up on non food items?

No Dept . stores but, there are shops to buy clothing around The Regent Village , Saltmills area on Grace Bay Road.
On our 1st trip years ago my wife's luggage was lost & she bought a couple of dresses.
Also, some resorts have small boutiques.

Saltmills and regent village, maybe even going up Caicos cafe strip

Regent palms boutiques are ultra expensive!

Thank you both. I usually just do carryon, but think I may check a bag so I can include care products and bug spray and laundry pods. I like to know what's available if all is lost.

To over explain, we usually travel a couple of weeks and buy product on island. But this is a one week vacay. Seems it may be worth checking a bag with stuff. Especially bug spray. I imagine it is a bit buggy right now.
