Suggestions for Inexpensive Caribean Getaway in February

Hi--my sister and her boyfriend would love to get away for a few days, maybe a week, to someplace warm in the Caribbean, doesn't want Mexico or Florida... Any suggestions for best (cheapest) island? Hotels? Thanks for your help--I know this is not too specific, but all suggestions welcome.

They might want to have a look at Culebra (small island off the coast of Puerto Rico). They can find more Culebra-specific info. including photos, video, & more at http://culebrablog.com .

Jamaica
Dominican Republic
Cuba

you need to give us more info. where will they travel from?
what do they want to do? (relax:hang on beach/read or go/do: ziplines)
need nightlife? casino?
how important is food selection? if they plan to drink a lot an all-clusive might be a good option.
do they dive or snorkel? golf?
do they want to take excursions? if yes - to deserted beaches or to see historical buildings.
when will they travel? it's almost high season - prices will drop again in spring. if they want to go soon there are some good sites with last minute pricing (cruises too)
as specifically as possible - what is cheap to them?
there are "cheap" options on every island.

She is going to look into Costa Rica, but I think the airfare will be expensive. They only want to spend a couple thousand, originating from NY, and would like to do more than lie on a beach..

I know people who have gone to the Cabarete in the Dominican Republic and said it was pretty nice. Cheap and they had a good time. They windsurfed, dived and went mountain biking.
