Yes, St. Martin IS within the hurricane belt, unhappily hurricane season really isn't 'over' until December. Would hate to see you folks get down there to stay in the room or move to better shelter because of the weather. It might NOT be a problem; just wouldn't want you to have that chance.
Definitely rent a car to go around to other beaches, especially in the French part.
To stay out of the hurricane belt, I'd say think about 1. Grenada or 2. Aruba.

The hurricane season technically isn't over until the end of November, but your chances of actually getting caught in one in early November are extremely small. I wouldn't let it stop you from going. Definitely rent a car. There are so many great restaurants and beaches that you won't want to be stranded at your hotel. Car rentals in St. Martin are about as cheap as I have seen anywhere. I've been to St. Martin 5 times and have never paid more than $30 a day. I did have a Seinfeld-esque experience once -- I reserved a car and, when I got there, the woman told me that they had no cars available. Not a problem, though. There are a number of local car rental places that have plenty of cars available and they are usually willing to negotiate their quoted rates downward considerably.
