I don't remember blue but I remember very clear water in Anquilla and St. Barths.

Anegada and Barbuda. Hands-down. But, these are extremely undeveloped islands with very limited tourist infrastructures. I generally find flat, coral islands (the Bahamas were mentioned several times in the replies) to have the most exceptional water.

Carol, Turks and Caicos is a group of islands south of the Bahamas and north of Cuba. Beautiful unspoiled beaches and of course clear clear water. The islands are flat and dry. The people are friendly. Things are pretty expensive due to the fact that everything is imported. If you go best to do an All Inclusive resort, even grocery stores are shockingly high, so you can't save much by getting a condo.

A lot depends on luck with the conditions. We went to Turks and Caicos last Nov to scuba dive(stayed on the island of Provo). The water was not all that clear, we were disappointed in it, with visibility being 40 feet some days which is not very good for there. We hit plankton blooms which made it quite cloudy. My vote would go to Cozumel for consistently clear. Underwater photos turn out better from there due to the clarity. It too has no rivers for run off.

My vote is for Paradise Island in the Bahamas. Very beautiful.

For me, it's the turquoise GREEN water that's so striking, not the blue. It's that beautiful neon green that makes the blues so vibrant.

I have to disagree about Barbados. Water was gorgeous, but where it was clearest it was rough. The west coast water is calm but quite dark compared to the best examples of clarity, which in my humble opinion are Grand Cayman, T&C and the Bahamas, in that order.
