Your citizenship will make a difference in the answer.

Gilbert Nicoletta in Grand Cayman will take people to Cuba. He leaves from Grand Cayman.

GeoEx does private tours in Cuba. Intrepid Travel may or may not do private but their groups tend to be small - like 10 on average I think.
Take a look at this site if you want to compare different tour companies: www.stridetravel.com/home |
Almost all the American Cuba tour companies will do private tours. Just call them and get a price. Even the big one, Insight Cuba, does private legally sanctioned tours. A great company I know, that is run by a terrific team, is Cuba Educational Travel (link below). Everyone I know who has booked tours through them have been exceptionally happy. A photography friend just completed a tour with them (she used them to organize her tour). Their prices are less than competitors and they stay at far better hotels then Insight Cuba (NB: I have nothing to do with this company other than I have talked with them, been impressed by their organization, and suggested them to friends)
Cuba Educational Travel: http://www.cubaeducationaltravel.com/travel.html (scroll down to "create your own tour") Of course, if you are doing a private tour, you can request any hotel and itinerary you want as long as you do "people to people" stuff. BTW, no one much cares anymore. I've been to Cuba over 10 times since 2003 as a US citizens. No one cares anymore what you do. the US government has a whole lot of other stuff on their plate. |
I meant to add that I've done a number of private legal tours as a US citizen. I just took seven of my family members on a private tour to Art Biennial in May. It is a mistake for people to say you have to go on a tour. You can create your own tour and have a far more flexible schedule based on your interests. "People to people" is pretty unlimited in terms of what it covers. you just aren't supposee to spend a week at the beach. .

Hi Boston, Intrigued by your cubaeducationaltravel rec. Did you use an agent to book your Art Biennial tour or did you book on your own? Did you travel through Miami?
