private Havana Cuba tours from cruise ship

we are planning a cruise to Havana. we would like to take a private tour of Havana provided by a local Cuban company. the tour company assures me that their tour fulfills the people to people requirement. Two questions; is two hours after docking enough time to allow to clear customs befor the start of the tour? any issues clearing customs and if so what documentation do we need?

These question about timing has been answered on the Cruise Critic destination Cuba forum.

For individual tourists, the P2P category is the one that is supposed to be cancelled under the new guidelines that are coming out, so it would depend on when you take your cruise. Otheri individual travelers are using the "Support for Cuban People" OFAC category. You should find the actual OFAC document describing the categories and read it carefully to understand them and which applies to you. And consult your specific cruise line to see how they are dealing with this issue at your exact cruise time.

You likely need your passport, your tourist card, the customs form and health form, as airline passengers do to enter onto Cuban soil.
