This is a "to each his own topic", so I'll just answer what I know..

You definitely wouldn't see nudity on the public beaches in Grenada. There might be some areas around some private resorts, like LaSource, where topless bath occurs, but that's just what I read. Grand Anse. Mourne Rouge (BBC). Pink Gin Beach (where Aquarium restaurant is), nothing.

But to answer the question most places in Mexico are quite conservative. It's illegal to be topless on a public beach. Or look for islands with less of a "european" influence if you want women to keep their tops on.
