Hi Steve,
The construction at the Palms is not anywhere near the Sands. (It's a few minutes away.) So there was no construction noise.
I would definitely recommend a 3rd floor room. We had an Oceanview Studio on the 3rd floor and had a nice view of the water and the lovely manicured grounds - no parking lot
We had a washer/dryer.
The place is new - I think 2 years old? - so the rooms/furnishings are not worn at all. (Though not particularly luxurious - everything was comfortable.)
The service was great and they got a primo spot on the beach. For the money, it's a great value.
I've stayed at resorts that cost much more that did not offer as good an experience...
We stayed at the Sands a year ago. We LOVED it. Allegro definitely does need some work. It's just not in good shape. The casino is fun though...and the pool is fun. But,if you aren't locked in to Allegro I'd really consider elsewhere. There are just too many nicer places. At the very least try a few of the other restaurants on the island or you'll be missing out!
When deciding on where to stay, you should always decide what you are looking for and then check the prices.

When I went last year, staying in a condo on the beach would have increased the flight/hotel combined price by over 50% compared to staying at Comfort Suites.

Given I wasn't planning to cook and the hotel/condo is just a place to sleep, I decided I'd rather spend my money on stuff like a day trip to Grand Turk, a day trip to Middle Caicos and nice meals. Besides, what's a 3 minute walk to the beach when you're on vacation.
If being directly on the beach is not a must, the Comfort Suites on Provo IS the best value going.
We wanted to have facilities right on the water, so we chose the Sands.
But for anyone who is budget-minded or as anon pointed out, does not plan to cook or spend time in the room, the CS is a very nice property for the $$.
Steve, the Ocean Front Studio with the view of the parking lot was on the second floor. I believe room 3205, but am not sure, because we left it within an hour. We tried to get a Third floor room but there were none available, so I can not speak to them. In regards to choosing Point Grace or the Sands. Consider Point Grace like flying first class, once you do it, it is hard to go back to coach. The Sands is beautiful and the rooms are very nice. We stayed in room 3207, one bedroom, very very nice, not four seasons quality, but very very nice, yes clean and I didn't feel like it was worn at all. My husband is a general contractor and wanted to replace the bathroom tile, but he does it for a living so he notices the little things no one else would. Point Grace (this was the two bedroom I saw) has granite counter tops, stainless steel appliances, beautiful art work on the walls, custom cabinets in the kitchen, canopy beds, just really done up. BUT! If you are choosing to stay in a one bedroom cottage suite at Point Grace, remember they are not ocean view and for what you are paying there, you can get an Ocean View or Ocean Front at the Sands. It really depends on what you want. The palms construction is a bit of a walk down the beach, no construction noise whatsoever. I didn't even know they were working there, until we walked down to it. Don't give it a second thought. As I said I walked the beach every day, and the Beach in front of the Sands, is by far the nicest.

Joanna, Sorry, I don't mean to put a damper on your vacation, keep in mind everyone is different and my opinion of the Allegro may be completely different from yours. Yes, I have also heard mixed reviews. The couple we met, did not have a good experience there. You will love Turks and Caicos that I can promise. I personally am not big on AI places, so I am sure I have been a bit tough on the Allegro. ENJOY!!

The cottage suites at Point Grace are very nice--we stayed in one. It was over 1,000 sf. Some guests that were there who had stayed in a cottage for part of the time and oceanview for part of the time said the rooms were "different" but equally nice, and the cottages actually took you less time to get to the beach than the oceanview rooms. (Hard to explain until you see the property layout, but you cannot walk right from the oceanfronts to the beach.)

Anyway, I would choose the cottage suite at Point Grace hands down over oceanfront at the Sands. The cottage suite at Point Grace was one of the nicest rooms I have ever stayed in--some Four Seasons properties included. Just my $.02, your mileage may vary.

To Joanna - Re: The Allegro
We stayed there in late June, 2002 and had a nice vacation. The Allegro is in need of a facelift somewhat but even so it is a great value for a vacation. Yes, we've stayed at nicer resorts elsewhere, but the beach there is absolutely to die for. We upgraded to the condo area which are the pink buildings set somewhat apart from the actual resort where we had a kitchenette, a refrigerator and an overall larger room. If you want to stay in the immediate resort area, I would recommend building 5. It is oceanfront and those rooms are a tad larger than the regular rooms. The food was good and plentiful, the service fantastic from the front desk staff to most of the waiters and bartenders. I went through exactly what you are right now - reading many mixed reviews regarding the Allegro before our vacation and it was all for nothing. I wouldn't worry about your choice - I'm sure you will have a nice vacation there if you go knowing you aren't staying in a 5 star resort. Happy travels!

Dixie..this was our first time on Provo so we did not visit any other islands..sorry. I recommend snorkling at Smith's Reef and for a party of 8, fishing would be so much fun. You could probably charter a boat. Check with J&B. We went Deep Sea fishing with J&B and had a blast! The sunset cruise with Sail Provo was so relaxing and fun. The boat was beautiful! We met many nice couples on the cruise.
